
Researcher biography
Morgan Tear is a behavioural scientist with a decade of experience spanning academic, government, and private sectors. His work centres on placing humans at the heart of policy and program design, seeking to understand why people ‘think what they think’ and ‘do what they do.’ By integrating these insights into policy and program development, Morgan ensures that interventions are designed with the best chance of success.
At CPF, Morgan contributes to the Work Futures and Economic Security stream. Previously, he was the inaugural manager of Queensland’s Behavioural Economics and Research Team (BERT), the state’s first centrally located behavioural insights unit, where he led a small unit of professionals delivering research-based projects to inform policy, programs and reform initiatives across the Queensland Government.
Morgan’s expertise spans a diverse range of policy areas, including organisational culture, social inclusion, regulation, and public policy. His methodological toolkit includes qualitative approaches, alongside trial design, statistical analysis, evaluation and impact assessment, and the application of social psychological theories of behaviour change.
His work continues to bridge the gap between evidence and implementation, ensuring that policies and programs are informed by a deep understanding of human behaviour.
